·       Vincent Paez, Director of the Global Food Safety Forum (GFSF) presented the various technologies that are used to detect and identify contaminants in the food supply. Paez offered insight into how these technologies have developed for the food testing laboratories and have started to make their way to the production site in a more portable form factor. Finally, Paez touched on the use of blockchain stored information as a potential solution to many food industry problems.


·       Janie Dubois, Laboratory Manager at JIFSAN, discussed foreign supplier requirements for the export of food and agricultural products to the United States. Dubois stressed that it is the importer’s responsibility to not only define supplier verification activities which they either perform or delegate to third parties, but also apply corrective actions in order to correct any problems.


·       Truong Lac, Lead Auditor at SGS, tackled the U.S. Food Safety Modernization Act (FSMA) and its implications for Vietnamese suppliers. Lac highlighted key supplier verification activities, including the Voluntary Qualified Importer Program (VQIP), a voluntary program for foreign suppliers which allows for expedited entry of food products into the United States. 


·       Ha Phuong Minh, Business Development Manager for Eurofins, presented on foreign supplier requirements for the export of food and agricultural products to the European Union. Minh pointed out that according to EU regulations, exporters are ultimately responsible for engaging the services of agricultural experts that can work with farmers to ensure that they are using the right pesticides.

In the context of growing concerns about food safety in the world, the USA’s FSMA (Food Safety Modernization Act) and EFSA of the European Union have had the dramatic impacts to the export markets of Vietnamese enterprises. Recently, the Business Association of Vietnamese High Quality Products has collaborated with AmCham Vietnam to conduct the Delegation of Experts to the United States to study about FSMA. On the occasion of Mr. Rick Gilmore’s, Chairman of GFSF (Global Food Safety Forum), business trip to Vietnam, the International Workshop on “GLOBAL FOOD SAFETY TRENDS - SOLUTIONS TO EXPAND THE EXPORT MARKETS FOR VIETNAMESE ENTERPRISES” will be organized.

(1) Mr. Rick Gilmore's presentation on the results of global food safety trends and the impacts of these trends on Vietnam's food and agricultural exports.
(2) Presentation from Vietnam Association of Seafood Exporters and Producers (VASEP) on solutions for Vietnamese seafood exporters to technical barriers from the US - Experience in business cooperation between large Vietnamese enterprises and farmers to supply the clean products that meet market’s demands.
(3) Experience in supporting small businesses and farmers to promote organic farming and introduction of the new criteria "Vietnamese High Quality Products - Integration Standard" in the direction of positive support for Vietnamese businesses and farmers to increase the exports to United States and EU’s markets.

Food Safety Training Summit: Growing Markets for High Quality Vietnamese Products

In 2017, Vietnam plays host to the Global Food Safety Forum's highly anticipated annual conference. Vietnam's food and seafood products play a vital role in the global supply chain; in 2016, Vietnam’s seafood exports reached $7 billion, including $3.13 billion of shrimp exports. This year's conference titled "Food Safety Training Summit: Growing Markets for High Quality Vietnamese Products" will bring together food safety officials, experts and specialists from the public sector, the private sector, and international organizations to discuss challenges and opportunities in the global food safety arena, with a particular focus on the Vietnamese export market.

Xinhua News Agency reports on February 20, 2017, that more than 269 H7N9 human infections have been found since January and at least 87 humans died because of H7N9. Most cases were found in southeastern China, especially in Yangtze and Pearl River Delta.

Due to the severity of the flu, the National Health and Family Planning Commission ordered a ban on the live poultry trade in south China. Guangzhou, Xiamen, Suzhou and several cities in Hubei, Sichuan and Zhejiang have already suspended live poultry trading. Daxin Ni, the deputy director of the Emergency Response Center at the Center for Disease Control and Prevention, claimed that the bans had reduced the number of new infections in critical areas. He suggested replacing live poultry with frozen birds to mitigate the infection possibilities.

The Commission has been training workers in screening, diagnosis, and treatment of badly ill infected persons. On February 16th, the Beijing Food and Drug Administration announced that four vaccines have received the green light for clinical tests, bringing hope for better prevention and control in the future.

基于此次流感病毒爆发的严重性,国家卫生和计划生育委员会已经暂停了中国南方的大部分的活禽交易市场。广州、厦门、苏州以及河北、四川、浙江的部分城市已经暂停了禽类交易。中国疾病预防控制中心应急中心副主任倪大新指出禁止活禽交易以来,H7N9禽流感的感染案例显著下降。他建议市民朋友购买集中屠宰的光鲜禽、冰鲜禽以降低感染H7N9禽流感的风险。

疾控中心同时也在积极培训相关禽流感鉴别、预防、治疗人员。北京药监局216日宣布已经发现了四种可能预防H7N9的流感疫苗并以投入检测,该疫苗为更好的预防和控制此次禽流感提供了希望。

FOCUS this month spotlights Vietnam.  The kick-off for GFSF Vietnam will be the upcoming Workshop in Ho Chi Minh City on April 26.

Rick Gilmore, GFSF Chairman, writes “We’re extremely proud to be joined by AmCham Vietnam and High Quality Vietnamese Goods Business Association”  He added that “our joint mission is to develop a comprehensive food safety program in collaboration with leaders from the private and public sectors in Vietnam.”

Highlights of this issue include an analysis of the seafood safety challenges facing Vietnam, as well as interviews with Vu Kim Hanh, Chairperson of the High Quality Vietnamese Goods Business Association (HQVPBA) and Herb Cochran, Executive Director of AmCham Vietnam, Ho Chi Minh City Chapter. HQVPBA and AmCham Vietnam will be co-hosting our FSMA  workshop on April 26.  In her interview, Ms. Hanh paints a stark picture of the consequences for Vietnamese suppliers in ignoring FSMA (Food Safety Modernization Act) or EFSA (European Food Safety Authority) requirements: “Failing to fulfill requirement of FSMA and EFSA, it is certain that our export will diminish, weaken and, ultimately, perish.”

In this issue of GFSF, Hannah Kyle, GIC Group, provides an analysis of the food safety compliance impacts of the Trump administration’s recent executive order pledging to revoke two regulations for every new one put forward. GFSF Director, Vince Paez, cautions Vietnamese shrimp growers about cross contamination in their ponds, a critical concern given the strategic importance of Vietnam’s seafood exports.

  • The High Quality Vietnam Products Business Association, the American Chamber (AmCham) of Commerce in Vietnam and the Washington-based Global Food Safety Forum (GFSF) signed a Memorandum of Understanding (MoU) on Wednesday for co-operation in food safety.
  • Herb Cochran, AmCham Executive Director, called food safety an issue of concern for both the Vietnam and the U.S. He said, “The first objective of the MoU is to help Vietnamese companies join global food supply chains under the U.S. Food and Drug Administration’s (FDA) International Food Safety Capacity Building Plan.”
  • Dr Rick Gilmore, founder and CEO of GFSF, said, “Our co-operation under the MoU will help both Vietnam and the U.S. Government and business implement Trans-Pacific Partnership (TPP) and TFA (World Trade Organisation’s [WTO] Trade Facilitation Agreement). Ratification is an important legal step. Equally important is that businesses and government co-operate to understand and meet the food safety requirements.”
