More than 150 Democrats Ask Trump to Invest in Public School Infrastructure

WASHINGTON, DC – Ranking Member Bobby Scott (VA-03) and 153 House Democrats sent a letter to President Donald Trump urging the administration to invest in the critical infrastructure that affects every city and town in the nation – our public schools. Too many of the more than 50 million students and six million staff who learn and work in our public schools spend their days in facilities that fail to make the grade. 

“To address this crisis, the federal government should partner with states and territories to ensure that public schools in every community are safe, healthy, and modern – particularly in low-income and rural school districts where the need is often most profound. This is the right thing to do for students, teachers, and communities. It is also a smart investment, since it will give a needed boost to our economy by creating local jobs in every community across the country,” the members wrote. “According to recent economic analysis, every $1 billion dollars invested in construction creates nearly 18,000 jobs. That means a federal investment in school infrastructure of $100 billion would yield an estimated 1.8 million jobs that are high-paying and immediately available.”

Democrats have already introduced legislation in the House that would create such a partnership, providing $100 billion for direct grants and low-cost financing to help states and local communities upgrade their school facilities.

Dear Mr. President:

Improving our nation’s physical infrastructure is the linchpin for growing our economy, securing our communities, and ensuring that we remain competitive globally. In addition to upgrading our bridges and roads, we must also invest in the critical infrastructure that affects every city and town in the nation – our public schools. On November 9, 2016, at a victory rally speech in New York City, you said, “We are going to fix our inner cities and rebuild our highways, bridges, tunnels, airports, schools, hospitals… and we will put millions of our people to work as we rebuild it.” We are eager to work with you to fulfill that promise.

Indeed, safe, healthy, modern, well-equipped schools are essential for advancing student achievement and for ensuring that the next generation can achieve the American Dream and meet the economic, social, environmental, and global challenges our nation faces. Yet, too many of the over 50 million students and six million staff who learn and work in our public schools spend their days in facilities that fail to make the grade. A 2014 Department of Education study estimated that it would cost $197 billion to bring all public schools into “good” condition. An independent review, the 2016 State of Our Schools report, estimates that we underfund capital investments in our school buildings by $38 billion per year.

To address this crisis, the federal government should partner with states and territories to ensure that public schools in every community are safe, healthy, and modern – particularly in low-income and rural school districts where the need is often most profound. This is the right thing to do for students, teachers, and communities. It is also a smart investment, since it will give a needed boost to our economy by creating local jobs in every community across the country. According to recent economic analysis, every $1 billion dollars invested in construction creates nearly 18,000 jobs. That means a federal investment in school infrastructure of $100 billion would yield an estimated 1.8 million jobs that are high-paying and immediately available.

Legislation has been introduced in the House that would create such a partnership, providing $100 billion for direct grants and low-cost financing to help states and local communities upgrade their school facilities. We believe this investment is an essential piece of a national infrastructure plan and stand ready work to with you to make sure it is a feature of any comprehensive infrastructure bill that makes it to your desk.

Virginia Democrats Ask Trump Administration to Listen to Local Voices Against Offshore Drilling

WASHINGTON, D.C. – Today, U.S. Senators Mark Warner and Tim Kaine and U.S. Representatives Donald McEachin, Gerry Connolly, Don Beyer, and Bobby Scott sent a letter to the Trump Administration requesting that Virginia be exempted from its offshore drilling proposal, citing local concerns over the risks to tourism, the watermen’s industry, and the country’s Naval operations.

The Virginia legislators cited Secretary Zinke’s announcement that drilling off the Florida coast was taken “off the table” after listening to “local and state” voices, and asked that the Trump Administration take similar concerns from Virginians just as seriously. Virginia’s coastal leaders -from the Democratic mayor of Norfolk to the Republican mayor of Virginia Beach and the current Governor and Governor-elect of Virginia - have all voiced opposition to drilling off of the Virginia coast.

“As Members of Congress from Virginia, we request you remove the Virginia offshore area from your proposed 2019-2024 Outer Continental Shelf Oil and Gas Leasing Program. We note your willingness to listen to local voices in Florida with grave concerns over the risks of offshore drilling there. We ask that you likewise consider local opposition in Virginia’s coastal communities as well as opposition from its Governor, Senators, and House members to a new five-year plan at this point,” the group said.

The full text of the letter appears below.

Dear Secretary Zinke:

As Members of Congress from Virginia, we request you remove the Virginia offshore area from your proposed 2019-2024 Outer Continental Shelf Oil and Gas Leasing Program. We note your willingness to listen to local voices in Florida with grave concerns over the risks of offshore drilling there. We ask that you likewise consider local opposition in Virginia’s coastal communities as well as opposition from its Governor, Senators, and House members to a new five-year plan at this point.

The statement from your office announcing the removal of the Florida offshore stated, “Local voice matters.” We couldn’t agree more.

While many states have long histories of energy production, states like Florida and Virginia have robust economies based on other sectors like tourism, aquaculture, outdoor recreation, deepwater port commerce, and especially Department of Defense infrastructure. Florida is home to some 20 DOD installations, while Virginia’s coastal area alone has more than a dozen across every service branch, including Naval Station Norfolk, the world’s largest naval installation. While it is within DOD’s mandate to work with Interior, any look at a map displays vast offshore areas in which drilling could conflict with military activities. In a time of relatively stable prices and booming oil and gas production elsewhere, the risks outweigh the benefits.

Opposition to offshore drilling is an opinion broadly shared by communities on the Virginia coast, including by the Democratic mayor of Norfolk and the Republican mayor of Virginia Beach. In fact, the city council of Virginia Beach (Virginia’s most populous city) actively voted to shift its prior support for offshore drilling from supportive to neutral, then from neutral to opposed.

We hope you will take opposition from Virginia coastal communities as seriously as you took the concerns from Florida residents and elected officials.

Scott Statement on Trump Administration’s Decision to Roll Back Off-Shore Drilling Ban

NEWPORT NEWS, VACongressman Bobby Scott (VA-03) issued the following statement after the Trump Administration released a 5 year proposal to drastically increase off-shore oil and gas drilling off America’s coastlines, including Virginia:

“The proposal released by the Trump Administration to radically expand offshore drilling is bad for Americans, businesses, the economy, the military and the environment. There is a broad, bipartisan coalition of governors, advocacy groups and concerned Americans that are opposed to offshore drilling because of all the risks associated with the practice. It is simply not worth the risk to Virginia’s fishery, tourism and recreational economy, to our region’s relationship with the Department of Defense, or to the health of our coastlines and the Chesapeake Bay to drill for oil that would yield nothing more than a few days-worth of national oil and gas supply.  I urge President Trump and Secretary Zinke to reconsider this reckless plan and instead work on protecting the oceans and our coasts.”
